Richard Pugh was arrested at about 7:30 a.m. after a four-month investigation by the department’s Special Services Division, police said. On the street, Pugh is also known by the nickname “Little Head,” police said.

The arrest came after officers executed a search warrant at Pugh’s apartment, police said. Police did not disclose what was found inside the home nor the type of narcotics Pugh may have been selling.

Pugh was charged with multiple counts of possession and sale of narcotics, and he was held on $300,000 bond pending arraignment Thursday in Norwalk Superior Court.

Deborah Taylor, who also lives in the apartment, was arrested on a charge of use and possession of drug paraphernalia. She was released on a promise to appear in court July 5.
