Police: Father In Stamford Neglect Case Abused Baby's Mother

STAMFORD, Conn. -- The mother of the child at the center of what Stamford police say is one of the worst child neglect cases they have seen said she was also abused, NBC Connecticut reported.

Marina Vouk, 27, and Igor Kotsopey, 41, were arrested after emergency workers responded to a call Sept. 28 and found their dehydrated and malnourished 14-month-old son living in terrible conditions in their Stamford apartment. Both adults, who were arrested later, face charges of risk of injury to a minor.

As Kotsopey was in court Wednesday, Vouk said in a statement that she and Kotsopey argued frequently and that those arguments often turned violent, the report said. She said through a translator that Kotsopey would often hit or kick her, NBC Connecticut reported.

She said the couple have been struggling with drinking problems, according to NBC Connecticut.

Kotsopey, who was placed on a mental health watch, is also facing risk of injury, disorderly conduct and third-degree assault charges.

Their apartment at  117 Myrtle Ave. was in disarray, with empty liquor bottles, garbage strewn about and a foul smell, according to police.

Further inspection of the infant's crib showed fecal matter and insect infestation, police said. 

Like the baby, Wouk was also severely dehydrated and malnourished, police said. 

The baby and Wouk were taken to Stamford Hospital for treatment. She was hospitalized for eight days and was arrested after leaving the hospital. She was released from police custody on a promise to appear in court.

Kotsopey was also hospitalized for seven days after he was found Sept. 28 passed out on the sidewalk from alcohol intoxication at 200 Shippan Ave., police said.

He was arrested on a warrant and held on $25,000 bond.
