James A. Mindrum, 43, of Stratford was traveling north on I-95 just before 2 a.m. when his car veered off the right shoulder just south of exit 23, state police said. A witness told police that the Ford Escape that Mindrum was driving did not brake as it went through a wire rope guardrail, down an embankment and struck a tree head-on.

Mindrum was extricated from his car and pronounced dead on the scene, state police said. The right lane of I-95 north was closed for about three hours while state police investigated the accident. Police said the case remains under investigation.
