NEW CANAAN, Conn. — The town of New Canaan said it has banned resident Michael Nowacki from Town Hall offices based upon what officials call his constant berating of town representatives.
“We get very, very frightening emails,” First Selectman Rob Mallozzi III said, “They’ve become overwhelming.”
The First Selectman explained that he understands residents have every right to complain, request information and criticize the town government, but when one person does it as much as Nowacki it takes time from other town business. He described it as “clogging the system” and added that the way Nowacki “lays into” employees and his previous legal history also played a role in the ban.
“As the CEO and leader in town I have to take a stand,” Mallozzi said. He also said that he does have a concern for people's safety when it comes to Nowacki.
Due to several lawsuits he has filed against the town and its officials, the town is in its rights to do this, Mallozzi said.
Here is the complete list of restrictions the town has placed on Nowacki, according to the letter sent to him on Friday signed by the first selectman and Capt. Leon Krowlikowski of the New Canaan Police Department:
? You shall not go to New Canaan Town Hall Offices, located at 174 South Avenue, 237 Elm Street, 77 Main Street and 848 Weed Street, unless you have a pre-approved appointment as per paragraph 2 below.
? All appointments concerning Town Hall matters shall be pre-approved and pre-scheduled by Town Administrator Thomas Stadler. These appointments will be scheduled on an as needed basis and as scheduling and employee workloads permit. Requests should be communicated in e-mail.
? You shall not communicate (i.e. via e-mail, telephone calls and/or other means of communication) with any Town Hall employees and/or Town Officials subject to restriction# 2 above and #5 below.
? From this date forward all of your e-mail communications shall be automatically forwarded to Town Administrator Thomas Stadler. No other Town Hall employees or Town Officials will receive your e-mails directly.
? Any and all communication with New Canaan Town Hall shall be with Town Administrator Thomas Stadler and shall be via e-mail. Mr. Stadler will then decide what responses, if any, are necessary by the Town.
? Restriction #1 above does not apply to public meetings. You are allowed to attend public meetings to which members of the general public may attend.
As of 12:30 p.m. on May 13, Mallozzi did not know of any response Nowacki had to the ban.
