Donnell Rochester, who was 18 at the time of his death, was driving through Baltimore in the afternoon of Feb. 19, 2022, when officers on patrol were alerted that he had multiple open warrants out for his arrest.
Officers proceeded to follow Rochester’s vehicle and attempted to stop him in the area of Tivoly Avenue, but he initially failed to immediately stop, losing them in the process of the pursuit.
According to the report, officers later located Rochester on foot in the 1800 block of Chilton Street, though when officers got out of their vehicles to approach him, Rochester got back in the vehicle and drove toward Officer Connor Murray in the center of the roadway.
Murray and Officer Robert Mauri both fired their weapons at Rochester’s car, with one bullet striking him in the side of the chest, before coming to a rest several houses down, at which point he got out of his car with his hands up.
Officers proceeded to handcuff Rochester before rendering first aid until paramedics arrived to transport him to an area hospital, where he was later pronounced dead.
The release of the report comes days after the Baltimore State's Attorney announced it will not be filing any charges against the two police officers involved.
Officials noted that the AG's new report does not make any recommendations as to whether any individual should be charged.
